What is a Carnet A.T.A.
A Carnet A.T.A. (Admission Temporaire/ Temporary Admission), is a document that ensures a tax- and duty-free temporary import of goods in international trade and international cultural activities. The affected goods have to be, regarding customs law, EU goods. This means that the goods have to be extracted, manufactured, cleared and tax paid. The Carnet A.T.A. is valid up to one year, it can be used multiple times during this period and, in Germany, it is issued by the Chamber of Industry and Commerce. Within the EU, it is not necessary to apply for the Carnet A.T.A., except, if you want to ship goods e.g. to the Canaries, or the French overseas departments and territories. Another exception is, if the goods are in need of an export licence. If the stay is foreseeably longer, a connection carnet can be issued.
When is the Carnet A.T.A. used
As already mentioned, the Carnet A.T.A. ensures a duty free import of goods. So it is about goods that are shipped only for a certain period of time. Hence, the main application areas are usually trade fairs. Additionally, it concerns also exhibitions, commercial samples, scientific cultural purposes and sportive events. The most important point is that the goods may not be consumables, or be imported back in a changed way.
Advantages of the Carnet A.T.A.
Usually, when importing, one has to pay import charges in full. There, the Carnet A.T.A. offers an enormous advantage, as you can import your goods temporarily without paying duty nor tax. It simplifies and facilitates the steps of dispatch, such as the assessment of import charges. An additional time saving is gained during the border clearance through the omission of numerous documents. Instead of these various papers, such as the Commercial Invoice, or other export documents, only the Carnet A.T.A. is used for the import, export and transit, as well as for the re-export and re-import. A further advantage of the Carnet A.T.A. is that it can also be used as a shipping document in the internal and external transit procedure.
Carnet A.T.A. costs
The costs for the Carnet A.T.A. are relatively low. There are minor administration costs. Furthermore, there has to be paid a onetime charge, the insurance against payment, which is calculated percentagewise from the total value. This, however, is not a transport insurance. Still, the transport insurance should be covered additionally for the transport.
