What is an EAD and what is it for?
The Export Accompanying Document is an export declaration, which is needed for the export to countries outside the European Union.
It serves the purpose of checking goods and also checking the adherence of the export regulations. Additionally, the Federal Statistical Office in Wiesbaden, Germany, uses the data to capture the commodity flow.
When and how should an EAD be created?
You will need the Export Accompanying Document, if you wish to export goods from the European Union to a third country. The one-level proceeding will be used for goods with a value off 1.000 euros or weight off 1.000 kilograms. This applies up to a merchandise value of 3.000 euros. With this proceeding, the goods have to be presented at the responsible customs office of the consignor.
Additionally, you have to provide an electronic export declaration. This is mandatory since 2009. As soon as this is done, the goods and the documents will be examined and checked. After a positive verification, the Export Accompanying Document will be handed over. From a merchandise value off 3.000 euro, the two-level proceeding will be applied. Here, the electronic dataset will be sent to the respective internal customs administration of the consignor, where the export declaration and the goods will be examined. Afterwards, the data will be send further to the customs office of exit.
With the handing over of the Export Accompanying Document, you will receive the MRN (Movement Reference Number), as well. This will allow you, to monitor your export goods.
